General questions
The Cobell Scholarship was created by the Cobell v. Salazar settlement. It is competitive — awarded on merit first, then disbursed based on unmet need — and non-renewable. It is open to enrolled members of US Federally-recognized Tribes and Alaska Native Corporations pursuing post-secondary degrees at accredited, nonprofit institutions, full-time and degree-seeking.
No. Settlement class membership and descendancy are not required and do not guarantee a finalist selection. The information is collected for research and may inform tiebreakers, but it is not an eligibility factor.
All eligible tribes are listed in a drop-down menu in the Applicant Profile in OASIS. The list is derived from the US Congressional Record and verified each year. If your tribe is not listed, contact Indigenous Education, Inc.
There is no minimum GPA. Competitive guidelines are 3.5+ for graduate and professional applicants, 3.25+ for undergraduates, and 2.0+ for vocational applicants. Applicants below those guidelines should still consider applying and should be ready to explain — strength can show up in many places, and a single number won't tell your whole story.
Applicants typically must be enrolled full-time and degree-seeking. In some cases part-time enrollment can be considered — use the Additional Comments section of the application to explain your situation. Determinations are made only from completed and submitted applications.
